OC Plastic Surgeon Faces New Accusations by Medical Board and Charges by DA – Plastic Surgeon Battery Attorneys
Dr. Arian Mowlavi – known as “Dr. Laguna” – is under scrutiny due to new accusations made against him by the medical board and felony battery charges filed by the O.C. District Attorney. All of this comes after a recent settlement for a civil lawsuit filed by over 30 plaintiffs of former patients.
In early 2024, a civil lawsuit reached a confidential settlement. According to bankruptcy documents, however, the doctor’s insurance company agreed to paying $6 million to the 36 plaintiffs in this case.
Some of the experiences of patients involved in this lawsuit are detailed new medical board accusations against the doctor. These patients include Toni Arken and Patient A (also referred to just as Bobbi for privacy). These patients have shared their horrific experiences.
Toni Arken – Arken had surgery in 2018. She claimed to “feel mutilated and…lied to.” She shared that the doctor’s strong social media presence among other things (including the fact that he has written multiple books and has trained other doctors) led her to believe that she would be in the best hands possible with Dr. Mowlavi. She went in for a Brazilian butt lift (BBL), but the doctor convinced her that she needed much more than that. Essentially, Arken, along with other former patients, were upsold and bullied by the doctor during consultations, resulting in additional procedures. She claimed that she could barely move for months after her surgeries. Even now, years later, she cannot do a single sit up and has issues with urination (specifically, urinating on the toilet seat or on her legs) due to a botched “vaginal lift.”
Patient A (Bobbi) – just days after her surgery, she was rushed to the emergency room and later transferred to a burn unit where she was in a medically induced coma for over a week. According to Bobbi, she turned septic; she had kidney failure, liver failure, and her heart was damaged.

In June of 2023, the Laguna Beach police raided Mowlavi’s office. During this raid, investigators removed boxes of records as well as computers. Almost a year later, in July of 2024, the Orange County District Attorney’s office filed two felony counts of battery with serious bodily injury against the doctor. These charges resulted in a second civil lawsuit against the doctor being on hold until the criminal case reaches a resolution; this suit was filed by the DA’s office in June 2023 regarding 19 unlawful business practices.
Mowlavi’s Medical Board InvestigationThe first medical board investigation involves the death of a patient in 2018. This accusation, however, was not public information until August 2021. The issue was not resolved until October 2022. The doctor faced a 90-day suspension of his license and 10 years of probation.
According to recent legal documents, the medical board is taking action against the doctor for gross negligence, repeated negligent acts, creating false medical record, false representation, dishonesty or corruption, failure to maintain adequate and accurate medical records, failure to timely report adverse event, and general unprofessional conduct. The two experiences of the two patients mentioned above are among those included in the new allegations made by the medical board.
